
Highway 99 Tunnel Program
The program will replace the aging George Massey Tunnel with a toll-free, eight-lane immersed tube tunnel. The program also includes improvements for motorists, transit and active transportation users between Bridgeport Road in Richmond and Ladner Trunk Road in Delta.
Fraser River Tunnel Project
An eight-lane immersed tube tunnel (ITT) will replace the George Massey Tunnel on Highway 99. Two of the eight lanes will be dedicated to bus rapid transit and there will be separated pathways for cyclists and pedestrians. This new toll-free crossing will improve traffic flow and make travel by transit, walking and cycling more convenient.
The new eight-lane tunnel will be in operation in 2030, with the cost estimated to be $4.15 billion.

Steveston Interchange Project
On June 22, 2021 the Province announced that the Steveston Interchange Project will be one of four corridor improvements to be undertaken along the Highway 99 corridor in advance of George Massey Crossing construction.
The Steveston Interchange Project involves replacement of the existing two-lane overpass structure at Steveston Highway and Highway 99 to accommodate two eastbound lanes and three westbound lanes (including a left turn lane), as well as improved connections to and from the overpass for vehicles, pedestrians, and cyclists.
